If an error occurs, DVIPS prompts for user input in some cases and that does not work when started by TeXnicCenter. Add the command line switch "-q" to the call of DVIPS to avoid DVIPS waiting for user input.
Take a look into the online help of TeXnicCenter. The Topic "TeXnicCenter > Configuration > Output Profiles > Configuration > Manual Configuration > The 'Postprocessor' Page" describes how to change the command line passed to postprocessors like DVIPS.
