You need a working version of the texmf typesetting system. TeXnicCenter just makes your life easier by providing an integrated development environment (IDE) to it. See the requirements article for details.

Further on, depending on your Windows installation, you may need additional Microsoft components to make TeXnicCenter run properly. The download page contains more details.
